Major changes could impact a large number of electric scooter trial schemes around the UK through new regulations announced today.

The Department for Transport has unveiled new rules for local authorities giving them the opportunity to change electric scooter trials.

Under new regulations, local authorities will be able to request changes to the geography and fleet size of their e-scooter trials.

This is being done to ensure these areas can focus on local strategies and any objectives they have.

Trial schemes have a current deadline of May 31, 2024

Any approved changes to electric scooter trials as part of the new process will take effect from June 1, 2024.

Amendments to vehicle special orders (VSOs) before May 31, 2024, must go through the current change request process and will be considered on a case-by-case basis.

Requests by local authorities to change the geography or fleet size must be “proportionate and clearly evidenced”.

Any applications calling for changes to the e-scooter trials must contain a new or updated strategic objective, an outline of measures to tackle anti-social behaviour, endorsement and confirmation that the current trial continues to meet requirements.

Local authorities must also give a reason for requesting to change the geography of the trial if it is to be accepted.

Any changes will still need to adhere to the agreed definition of an e-scooter, including having a maximum speed of 15.5mph, not exceeding 55kg and a maximum power rating of 500W.

Electric scooter trials were first launched in the UK four years ago although the rollout was slightly hampered by the coronavirus pandemic.

Currently, more than 20 areas around England have a trial scheme in place including most major cities like London, Liverpool and Newcastle.

The trial scheme was extended again last year to May 31, 2024, as the Government calls for more data and research to be collected.

Other changes were introduced on December 5 last year which aimed to crack down on antisocial behaviour.

All new and existing members of electric scooter trials around the UK must provide their name and driving licence number.

People wanting to use the trial scooter must submit a picture of the front of their driving licence under new minimum standards of verification.

The new rules will also require e-scooter companies to capture and store the information, with the providers able to share the information with the police if requested.

Many people continue to call on the Government to introduce rules to allow the use of private electric scooters in public places.
